GITMIS emerged at a critical national moment when the existing TRIPS system encountered significant challenges during the COVID-19 period, necessitating urgent action to safeguard domestic tax revenue. Ghana's ability to mobilize domestic revenue was at risk.
Design, deploy, and operationalize a replacement national tax management system across all Ghana Revenue Authority offices nationwide — under pandemic conditions, with a compressed timeline. Axon successfully deployed GITMIS across all GRA tax offices nationwide — over 60 offices — within just nine weeks. The deployment encompassed: • Large-scale systems engineering across a nationally distributed tax administration network • Complex business process digitization — translating legacy manual and semi-digital workflows into fully integrated digital processes • Mission-critical uptime requirements met from day one of go-live • Rapid adaptation to evolving policy and operational demands during an active public health emergency Equally transformative was the introduction of the Taxpayers' Portal, which enabled taxpayers to fulfil their tax obligations remotely without the need to visit tax offices physically — an innovation that proved indispensable during the movement restrictions and public health measures imposed at the height of the pandemic. This was not merely a software project. It was a strategic national transformation initiative.
For the first time in Ghana, tax compliance was made easier for taxpayers and tax administration significantly more efficient for administrators. National tax revenue grew by over 300% within just four years. The result was transformative — not merely a technology upgrade, but a national fiscal transformation.
