The 2020 general elections presented one of the most demanding technology delivery challenges in Ghana's democratic history. The Electoral Commission required the rapid delivery and deployment of critical election systems within an extraordinarily compressed timeline. Several analysts, policy institutions, and think tanks publicly questioned whether such a deployment was even feasible. Some described the task as humanly impossible within the available timeframe.
Design and deliver three mission-critical election systems from scratch, based on the user requirements and business processes of the Electoral Commission of Ghana: • Voter Registration System • Voter Management System • Biometric Voter Verification System Neurotechnology (Lithuania) supplied their off-the-shelf ABIS (Automated Biometric Identification System) as the underlying biometric engine. All three operational systems were built and integrated by Axon. All three systems were successfully developed, deployed, and implemented nationwide. On election day, they performed in one of the most scrutinized operational environments possible — national elections, where reliability, accuracy, security, and speed are non-negotiable. Performance on election day: • Biometric verification speed: under one second per voter • Verification accuracy: 100% • System downtime: zero
Ghana's 2020 elections were successfully conducted on the strength of systems Axon built under extraordinary time pressure. The deployment validated Axon's capacity to deliver mission-critical national infrastructure where failure carries democratic consequences.
